What is the best phenom II to overclock on a budget.

I am buyin me a new cpu since my wifes Kuma fried. I gave her my 710 X3 wich I could only overclock to 3.2-3.3ghz .I have a 790fx I dont care about Am3 cpus since my mobo only supports am2 ddr2. I am really looking at the phenom 720 with this cpu cooler http://www.newegg.com/Product/Prod [...] 6835103057 to do some overclocking past 3.3ghz. Or should I a get me a phenom 940 since its already at 3.0. I really want to keep it under 200 would I see huge diference on the 720? If its like 3 extra fps then I would rather get me the 720
