Resource monitor says that the chip is running at 100% max frequency, this just means that it's running at 3ghz. If you had speedstep on it would reduce the speed when idle and actually run the proc at a lower frequency.

For example, my AMD Opteron 175 has Cool n' Quiet running on it. When idle it drops from 2.2 ghz to 1.0 ghz and Resource Monitor shows 45% of max frequency. When I play a game the frequency jumps right back up.
You have nothing to worry about. Max Frequency and CPU usage are two different stats.
