New system, won't start up

My components are here except for my antec 500 earthwatts PSU and my e7200 processor:

When I try to turn on the power the LED CPU monitor flashes and the CPU fan jerks to start but then stops.

I also an unable to figure out which end on the Panel connects are positive or negative. I am guess the down arrows are positive.

Hi did you check that all the power cables are plugged into the MB from your PSU? Also make sure that the MB is not making a short against the case.Carefully check everything and hopefully you'll find what the problem is.

It looks like I panicked. The there were two problems causing short circuits. In extra standing for the mother board. Second I had what I thought was a power supply fan plugged into the mother board.

After that vista would not recognize my graphics card. But after getting online and updating the drivers, it sees it and I will now try to play Dawn of War as a test. Thanks to cfvh600 and anyone else who read this.
