Power supply missing ground pin?

Hello all, first time PC builder here. Got everything in the mail today and decided to get it up and running. Problem is, when I turn the PSU power switch on, the only thing that happens is my case power light turns on. Pressing the power switch does nothing, fans do not run, mobo lights are not running etc etc. I noticed on the 24 pin connector for the motherboard, I'm missing pin #17, which the wiring diagram says should be a ground. Here's the equipment that I'm working with

Mobo: Gigabyte Z68AP-D3
PSU: Corsair CX600
Processor: I5-2500

I've been researching for the last two hours, and I can't find my answer. Everything is plugged in correctly, including the +12 atx 4 pin connector at the top of the mobo. I've tried multiple power outlets, to no avail. Am I looking at a fried power supply?
