i have a chinese student and we cannot get his computer working. we have had students before and no trouble

Obviously your computer is not made to be used by chinese students according to the details you provided. How about listing what the issue is with some actual information like "we turn on the computer and it smokes" or "when clicking this, it does that, and gives this error message".
