Overclock without bios settings

Is there any safe way to overclock my cpu without going to the bios settings, since I dont have any. The motherboard is stock that came inside a gateway dx computer. I have a e5200 (2.5 ghz @ 800 mhz) cpu, running at only 28-30c idle, and 40-42c while playing gta 4, thought of testing it with that game since I only get 10-40 frames, and since its a resource hog, especially on the cpu. I think my cpu is overclockable to no more than 3.2 ghz with the stock cooler. running on vista home premium 64 bit
gpu: 4870 512mb
power supply: LSP 550 watt
memory: 2x2gb @800mhz

I have heard that if you buy a Dell, Gateway, etc (any big computer maker), then there's almost no way to oc the processor or your bus. Is this true?

Those are RAM speeds. Most modern Processors don't run that slow unless they're in a laptop

i had 667 mhz bus speed of rams .... this has nothing to do with ram speeds/bus/Mhz whatever it is
