I tried to re-install Windows and now...

Hello guys... I really (think) I screwed it up this time.


Today I tried to re-install my Windows and... I failed.
First of all, I deleted the old windows and after that inserted the CD, to install it again...
I couldn't because I kept getting the "dvd writer cyclic redundancy check" error saying my CD is either broken or full of dust, tried everything, still got the error, the wierd thing is the CD has worked before...
So I decided to unplug my DVD writer and clean it too... I said to myself it might work...
Now, when I plugged everything back and started the comp, I'm stuck...
I start up the computer, the DVD writer makes that "booting" sound every 2 seconds and nothing happens. The monitor says it has no signal... and that's all it does, nothing else.
Teoretically, I'm stuck with a computer that has no operating system installed + I can't do anything since it keeps doing ^ the thing I explained above. What should I do? From my point of view = throw it on the window, I literally see no solution, I feel so trapped, stuck. :/
