Why us my usb2 transfer rate so slow?

I have a usb2 cable running from panel on my computer that houses an internal drive out to an external drive where I am backing up files. Right now my transfer rate is around 1.5 MB/s. I am reading that it should be around 32 MB/s. What could be the source of this really slow transfer time?

Please keep in mind I am running Windows Vista.

Please keep in mind I am running Windows Vista.

You should run a proper benchmark like hdtune to measure the performance.
If that shows a decent speed (like 30 MB/s) then the performance is probably low because you're copying many small files.
