I have difficulty to restart my notebook

When I switch on my notebook, there is a black screen telling me to choose 'restart window as normal', I click on it, then it goes to another screen with a window picture but very soon it goes back to the black screen again. Pls tell me what to do.

Can you start the laptop in Safe Mode? Anything happen before this started happening? Something new get installed, something get uninstalled?
