not really a stupid question. i was wondering the same thing. as a matter of a fact i was about to post this question when i stumbled upon this thread. ill just check this one later. an answer for you is an answer for me.

The ram will go at the highest speed allowed in the system. If the bottleneck is at the ram, it'll go at that speed.

Also, take note that the fsb value x 2 x multiplier (or sometimes called divider) will give you the ram speed. If you run at 1:1, with 400mhz fsb, you get 800mhz ram. If you had a 4:3 multi, that'd be 1066mhz.

Go in the BIOS and play around with the options until you find something stable for you :)

Didn't notice your second question, basically you can run your ram at which ever speed you wish as long as it's stable and your motherboard supports it. It's advised to run ram 1:1 ratio with the CPU because it gives better performance than running the ram at a higher speed.
