Manually restart doesnt work in windows xp

after completing format on my desktop pc, doesn't restart manually

I've actually run into this problem before never found a permanent fix for it.... Anyways i would always make a link on the desktop to "shutdown -s -f -t 00" to force a shutdown. Swap the -s with -r to perform a restart. So whats happening there is "Shutdown(.EXE) - Shutdown -Forced (Tells all programs to stop what their doing without waiting for a reply) - Time 00seconds. "
