On a video card, what does tv out mean? Does it mean the card has a tv tuner?

No it doesn't have a tuner, it can send your video output from the computer to a TV screen.

Thanks stoner. Have you built a computer? I'm thinking about doing that, but am a complete novice. I'd use it mostly for video editing, but would also like to use it to record from a TV. Currently I have an analog TV and a DVR w/ 80GB HD. I can input analog or digital video to the DVR from a camcorder, but editing is limited to deleting scenes by pausing the DVR. Wondering if you can offer advice about components and software. Would like to keep total cost at $1500 or less.
