Data Transfer rate drop?

Either on the actual computer, or between the computer and external harddrive, or even the external hard drive and itself, its transfer speed has dropped dramatically. Granted, it is a laptop, but i use to get speeds as high as 100 megabytes per second, but averaged around 70. Now, after restarting my computer, i am lucky to get 10 megabytes per second. I tried defraging. Does anyone have any idea why or might possibly be able to help me out? Thanks in advance for the help.
 
If the issue involves your internal HDD: Try running Disk Cleanup, too. You have probably programs and files since you started using it. As the HDD gets filled with files, it takes longer to "find" empty space to write new files and it takes longer to "find" the files you want to open. Can you move some files to an external drive?

If the issue is transfers between the internal HDD to the external HDD, check the cable for nicks or other wear that may be causing the problem.
