Is there any way that I can have my laptop, when powering up, automatically
launch Internet Explorer and display the Home Page of my website on CD or
from the Hard Drive?
TIA

I guess you already have your computer automatically logging in?
If so - why not just put it in your startup folder?

Put a short cut to IE in your start-up folder, have your homepage in the
browser point to the location on your hard drive or CD or whatever.

When the computer boots into Windows, IE will automatically start and load
the homepage.
