Dead Mobo?

I've been thinking that my power supply is dead but I jumped the green cable with a black cable and it turns on. It wont turn on thought when I plug it in to the motherboard. Does this mean my motherboard is dead? Also, how do I go about testing my video card, memory and cpu to make sure they aren't dead as well?

Even a computer shop would test, by trying your parts in a working computer, or trying working parts in your computer.
