Can't copy file into FlashDrive or Ext HD

Hi, I have an 8 GB file that I want to transfer to an empty 16GB flash drive. When I try to do this, I get an error message stating I don't have enough room. Next, when I try to copy it to my 1T external HD, I get the same message. Granted, the file is big, (it's a Virtual PC 2007 with 2 vhd files) but it still should be able to be copied into either file.

Any ideas

Refiormat it to NTFS, FAT32 has a 4Gig limit on file size.
