what is the best card for price/performance if i play at 1280/1024 budget around 200$ i have a ati 3850 right now thank you

You want to play everything on very high you mean? Cause I think the 3850 is powerfull enough for 1280x1024.

yes i would like to play everything on high on war hammer my max fps its like 60

I suppose you could grab a 9800GTX+ or an HD 4850.
