No display on monitor/cpu_fan slot not working

When I start the computer everything starts up all fans the hd the disk drive ect.
The cpu fan only starts up when it is another slot the sys_fan in this case the weird thing is the cpu_fan slot has 4 pins and the sys_fan slot only has three.
I have resetted the video card, memory, cpu fan etc.
I have taken out the bios battery waited and then put back in.
I've tried everything else have been able to find on the internet short of putting a jumper on the cpu_fan slot because someone said the mobo wouldn't start up if nothing was plugged into that slot. I didn't try it because i do not have a jumper.
I'm really out of ideas other than taking it into a shop.
Any help would be greatly appreciated thank you.

First of all put the CPU plug where it is supposed to be on the CPU_Fan.

Second find your 4pin or 8 pin 12v ATX power for the CPU "from PSU to Mobo"

If all of that is correct then you got a short or a dead PSU.

Assemble the components outside the case on a phone book to test for a short.

I tried putting the cpu plug back into the cpu_fan. I made sure the 4 pin from the psu to the mobo was connected.
Everything turns on except for the cpu fan which only gives a slight twitch but nothing shows up on either monitor still.
I've tried taking it out and reassembling same symptoms.

You need to assemble it outside of the case, you probably have a grounding issue.

Did you use the brass standoffs? Are they in the correct places, and did you use to many?

Some cases have them preinstalled and they are in the wrong spots.

If its not a grounding issue then you have a doa Mobo, PSU, or CPU.

I assembled the it outside of the case on top a phone book still had the same symptoms.
I have the brass standoffs in the right places.
I tried a spare psu and all i got was a loud whine.
How would i know if it was the mobo or the cpu?

Keep trying outside the case.


Try one stick of ram at a time resetting cmos each time.

You may have 2 bad PSU's. Get them tested.

You will need to swap out mobo and cpu if nothing else works. Trial and error.
