New hard drive installed, lost internet

I installed a new hard drive in laptop. I can't access the internet (via a router) now. The device manager shows no error in system, dell says it's an ISP problem, ISP says its a router problem and the router tests are fine. any suggestion?

When I use my laptop at work it's wired; but I'm trying to work from home & use wireless. Previous I had a wep key; but didn't write it down. Now on my home wireless, it comes up all dots.

they had to reinstall the operating system on the hard drive. now that I'm at home, I don't know the IP address
