I spent yesterday putting a new PC together but when I went to turn it on, it would only power on for a second then power right off. If I tried to turn it back on it wouldn't. I had to wait a few mins before I could do that. When it does power on the psu fan & cpu fan spins & the mb lights come on.

I have swapped out the PSU, heatsink, stripped the pc down to just the the MB & PSU. All these still did not fix the issue.

CPU - Intel Core 2 Quad Q6600
HD - WD Cavier 640 GB
MB - Gigabyte GA-EP35-DS3L
Ram - Mushkin EM2-6400 DDR2-800 4GB (2x2GB)
Case - In Shin R220

First question, what PSU? What Vid card? Try assembling it on the MB box (could be a ground/short in the case) and bump the power pins with a screwdriver. If this works it is your case. If not, it is either the MB, or the PSU that are bad (also check the voltage switch on the PSU) (if in the US it needs to be on 115, if europe 220)
Another could be checking the connections (4pin, 8pin, and 20+4pin). Or even something as simple as a bad power switch (hence the jump with the screwdriver).

@ Rodney, I had a friend once that built a PC in a Pizza box (he was bored, and had one laying around).

To the OP... you were just given EXCELLENT advice. On several occasions I've used a big piece of cardboard to setup a motherboard on while trying to isolate a problem (usually a short)

It's a generic 350W PSU that came with the case, I've also tried a Thermaltake 500W PSU and had the same results.

The video card is eGeForce 9800gtx+ card.

I will try and assemble it out of the case and on the MB box tonight when I get home, can you clarify what you mean by "bump the power pins with a screwdriver"?

That 350W is a bit suspect (could have zapped your board). I'd recommend at least a 550W PSU from a good manufacturer. (your PSU is like using "D" cell batteries in a Porsche) Most Tt PSU's I've had are overpriced POSes I recommend a psu from: Antec, PC P&C, OCZ, Corsair, or Seasonic of at least 550W. (that 9800GTX+ pulls a lot off the 12v rail, and neither of those PSU's will cut it)

And by "bump" the pins, it is really simple: take a Slotted screwdriver, and touch it to the tops of the Power pins on the MB.

Touch the screwdriver between these two pins. This is just an example to show you how to short the pins but only for a moment.

*Update*

I removed the MB and put it on a piece of cardboard tried to boot and it still was the same thing. However when I took the suggestion of "bump the power pins with a screwdriver" that did the trick!!! :D The pc powered on and was now booting.

So it seems to the power switch cable that plugs from the case to the MB to be the cause.. So does anyone know how to fix this without having to buy a new case?

yeah, attach the reset connector to the power pins on the mobo, worked for me in the past, only if the connectors are the same, obviously...
