Broken PSU confirmation

Today I wanted to turn my PC on, but when i pressed the power button, no reaction. I took the PSU out, connected a fan to it (to have something to test it on) and i shorted the green wire with a black one on the 24-pin main connector. It didn't turn on and the fan didn't start spinning. Can I conclude that this psu is broken? Please confirm.

Sounds like you have a dead psu. If it was generic it could of been affected by a serge .etc & since most generic PSU's don't have over voltage protection it could of taken some other components down with it you should check the state of the other components.

Thanks for the reply.
It was a Hiper, which should be good, but I've already had one in the past that died too, so I'm starting to doubt them. Anyway, I'm getting a PCP&C to replace it and as you probably know they are seen as the Rolls Royces of the PSU's so should last some time.
