I looking for a card no more that $110 - $120 - This best deal I could find for this price (I'm being cheap huh?)

Sapphire 100226L Radeon HD3850 512MB GDDR3
PCIe Video Card, CrossFire and HDCP Ready,
DirectX 10.1, w/ HDTV Out and Dual DVI

Any better suggestions? The thing is that everyone is recommending the 8800GT, but could not find anything below $140...

Thanks for you comments!

Has anyone seen review of the HD4670? That might be a good <$100 choice.

I have an EAH3850 and have been satisfied with its performance in games. I don't play anything really demanding though. I also put one in a rig for my niece, and she likes how it plays Bioshock.

So, are you building a rig for your brother? What is the total budget, and what PSU did you get? A cheap one that comes with a case (unless it's one of the Antec Earthwatts) may be good for no more than 60% of its labeled rating before it either turns into a frog and croaks, or its rails go out of spec, possibly damaging other parts.

What kind of computer does your brother have? If it's a dell, hp, or another computer maker model I'm willing to bet money it has a poor power supply, in which case go with the 4670, it doesn't require much power and it's a great card for resolutions of 1280x1024 and under. You can usually get one for around $80-90.

Otherwise, if you know it has a good power supply get a a 9600GSO, it's $55 after MIR and performs pretty much exactly like a 4670, it just draws more power: http://www.newegg.com/Product/Product.aspx?Item=N82E16814130361

4670 is far below 8800gt in performance. They're not on the same level. 9600gso is slightly better, but still below. Get 8800gt if you can afford it.
