I would suggest you check our PSU Finder on our home page. If you have a robust system along with the GPU you are likely going to want a bit more power, especially on the 12v rail.

The answer to your question is yes.

Tom's Hardware just did an article about video cards and actual power usage. A single HD 3870 uses about 95 watts and 8 amps under load.
