I would not advise using any type of a skinning pack on XP, the chances or the OS becoming unstable are pretty high. If you want Windows 7, get Windows 7, if it's compatable with your system.

About half the time I tried to play around with changing the UI of XP I ended up with corrupt icons, non-working Control Panel, unusable windows, etc...
