I'm trying to build a computer with mass overclocking

I have read a review on the cpu that it can be overclocked to maximum of 4.0ghz

Please help me with the parts. If they are eligable for mass overclocking.

Maximum bugdet of $700.00 is what i can afford.

Maybe a Cheaper Computer Case can be better.

Please Help

Looks good so far, but you'll need a decent PSU, not a Cooler Master one. Try Antec Neo or Earthwatts series, Corsair VX or HX series, Seasonic S12 or M12 series, PC Power & Cooling silencer series, etc...
