Mr low budget here, I need info on tv cards...I can record tv on my VCR, but I can not record to DVD or harddrive. So what can I do? I get channel 3-70 on cable (paid for by POP) and do not get any HD channels or paid for channels. I can I get a cheap video card or a tv capture card to record on PC. If so how much?

It's been my experience (long time ago) that you want to stay away from external TV Tuners. Things may have changed since then, but I still prefer internal cards.
You want to look for a card that can accept ATSC (digital), NTSC (analog) and QAM (free unencrypted cable) signals. Look for cards with either a PCI or PCI-Ex1 interface (just my recommendations).
Retail versions of cards will (most often) come with some media center software, though many people (myself included) prefer Windows Media Center (either XP MCE or Vista Media Center included with Vista Home Premium and Vista Ultimate). OEM versions will often not come with the necessary software, but it's usually available for download from the manufacturer's site (as was the case with my AVerMediaTV white box).
While I don't recommend anything under $70, it's really up to your budget (or lack thereof). Here is a list from Newegg.
