I recently (less than 2 months) build a Athlon II 250 system budge gaming system ($450 in all). I started OCing my cpu with a slight boost to 3.15GHz (210x15) and temps barely went up from stock. It was idling around 24-25c and at stress went up to 33C. I decided to take another small step and brought it up to 3.22 (215x15), and now its idling at 36-27C and stress is up to 37C.
I am sung stock cooling and don't plan on going aftermarket (budget system and all).

My questions are, is this the cap for cpu as far as heat goes on stock cooling, can I crank it a little more (220x15) or should I even drop it back down to 210x15? Basically I want this cpu to live for about 2.5 more years give to take, so I don't want to burn it out early.

My other components are a Gigabyte 785g board, G.skill 4gb DDr2-800 and a Geforce 250GTS.
 
As long as you make sure (monitor) you temps do not exceed 60c at LOAD you will be fine. Of course you don't really need your CPU to get that hot but I am just giving you an idea.

Is there a specific speed you are trying to reach? If not you can push that CPU to about 3.6Ghz and the temps should be fine. make sure you give it a bit more voltage if you want anything higher than 3.4/3.5Ghz. As long as you do not overvolt/overheat the CPU will last more than 2.5 years....
