Network activity shows slow or no movement of packets sent

I have a problem accessing websites and very slow downloads and noticed that there is hardly any movement of packets being sent in 'network activity'. There is movement in Packets received though, and the number is significantly much higher.
I also loose internet connectivity quite often and continually need to re-enter my IP details to gain internet connection.

check your network card setting maybe you will have to reinstall driver

You wouldn't expect to see the Packets Sent figure increase unless you're actually sending. The amount sent in just requesting a page is hugely less than those receives when it opens. Where do you have to enter what information when teh connection falls over?
