QX9650 and ram copmatibility issue?

Hi guys!

I just built a nice rig, but something went wrong when i upgraded from DDR3 1333 to 1600.
Specs are:

MOBO: Gigabyte X48-DQ6
CPU: Intel QX9650
GPU: Radeon 4870 X2
RAM: 8 GB DDR3 1600
OS: Vista Ultimate x64
PSU: 1200 watts

When i first built it, i had DDR3 1333, and everything was smooth, but then i upgraded to DDR3 1600, and the pc started giving me an error message when booting up, that there was an error due to software or hardware change and to insert the windows cd to fix. I do that, and it windows repairs "something", and i'm able to enter windows normally. I find out that the CPU is downclocked to 2 ghz, instead of 3. I haven't done any overclocking or anything. I enter the bios, i find the cpu section has been set up way different. Multiplier and all that. So when i set load optimal defaults, it goes back to 3 ghz in the bios but the same problem occurs again. And i used CPU-Z to make sure of the CPU's clock..

Is it something to do with the ram being 1600 vs the 1333 fsb of the QX9650? Personally, i think the ram would be the one to be downclocked... dunno, i'd appreciate any help i can get!
