I have a Mad Dog power supply which has a 120mm cooling fan rated
at +12Vdc @ .38A. If I get a 120mm case fan with a lower current
rating (let's say .25A vs .38A) will that slow down the fan a bit and reduce
noise (though I realize the PS will run hotter)? Thanks

the amperage is draw by the fan and could be based on lots of other things besides fan speed and noise .

Approach this from the other angle . Get a fan that has the same flow rating [ CFM or whatever ] but is quieter. Ignore how much current it draws
