I was considering upgrading the CPU in my young son's PC from a P3 1.0GHz to a Tualatin 1.266 GHz.

Will it simply be 26.6% faster or will the doubling of the L2 cache (from 256 to 512 KB) also increase its speed? I will be installing it on a Gigabyte GA-6VTXE motherboard.

Not really, you should rather save the money and buy a new computer since the performance of an old arch is not as good as the new and also since the price of higher performance computing is getting even cheaper.

Computers are getting cheaper and cheaper. For $500 you can get a decent Pentium Dual Core 2Ghz based computer.
