It should work, but your pushing it with the PSU you have. Not only is 300W officially not enough, but with such a low grade one, who knows what might happen. I believe the 3650 is supposed to be powered by at least a 350W. You'll be fine, but I'd replace the PSU first with a QUALITY 450W unit first, then get the 4650. Also, I don't know UK prices, but 46pounds seems like an awful lot for the 3650.

The 3650 is a VERY low power card. 300W is fine. The 4650 might be a better choice though - it is quite a bit faster, and would still work with that PSU.
