Iwin games wont play it says cant init Direct 3D what does this mean

I dont know where to go or what to do to make this work. The first game I played it worked I didnt like it so I deleted it. When I downloaded other games none of them worked and it said it was because "can't init Direct 3D" I have no idea what this means or where to go to fix it

Try reinstalling DirectX 9c
