I have a problem with local profile how to change it

Hello,
when i log on to my system it shows an error that local profile has been changed temp profile is running .i lost my data when i turn off my system. how to solve this problem?

If the account you are using is an admin, click on Start > Settings > Control Panel. Open User Accounts, click on Add. Create a new user. If you need to install programs using that user, make the account a member of the Administrators group. Log off and logon as the new account.
