Where do i find the person in jabba's palace?
am i going to have to do jabba missions to gain entrance into the place to
talk to this person?

You can either run the Jabba missions to gain access to Jabba's Throne Room
(which is where the next person is located) or the devs have just recently
added an option to run a specific space mission (I believe) which will
unlock Jabba's palace for you to allow you into the throne room.

I cannot tell you where the mission is though. You will need to check the
JTL forums on www.starwarsgalaxies.com. Or maybe someone else here knows.
