AMD 4850e Faulty or not?

Guys im experiencing a problems with my new build.

Im debating whether is the Motherboard or the CPU.

Computer wont boot anymore, i hit power button and all lights turn on but i dont get the booting beep.

I pulled out the RAM and it did continues beep ..
what i experienced while the everything was working, Black background image i always had a running lightning dots on a side of the screen, tried all new video drivers and different OS and none fixed the problem, continues rebooting at any moment... CPU 1 core load got stuck 1 time and didnt stop until i rebooted,.....

,Also i run a Sisoft Sandra cpu test and it gave me like 2000+ less than benchmarks on websites claim, What else can i say?

any got a clue about faulty CPU symptoms ?

CPU AMD 4850e
Motherboard ASUS m3a78-em 780G, i run onboard video and i dont have a PCIE external video card.

it sounds much more like a motherboard problem. in fact it sounds similar to a problem i had with an older AMD system. it sounds like is your bios is fried.

this can happen from a bad PSU or too high voltages.

ethier way my guess is the motherboard. i think your cpu is find you would atleast get an error beep sound if something was wrong with the CPU

Might not be the MB or CPU.
Test with just 1 stick of RAM. Then test with the 2nd stick.
Do another series of tests using the 2nd RAM socket with 1 stick at a time.
