I am going to try and explain my current problem which I am having.
The base of my current setup with this graphics card and Psu 1 Psu 2

This morning I turned on my computer and nothing appeared, so I checked the monitor and it was fine. I then switch the monitor plug to the integrated graphics slot on the computer and I could see the desktop. One thing I noticed was that none of the ATI or Catalyst Control Center programs were up. I then looked through several system viewing programs and none of them showed my video card as even being there.

I then tried reseating the graphics card, and turning it back on, it was stilling using the integrated graphics. Also a thing to note is every time I turn on the computer, while the graphics card is in there, it makes noises like it trying to boot up, but it cycles the same sound of trying to rev something up for about 10 times, then finally starts with the regular sound. I then did a psu wattage calculator from newegg and found out that I that with Psu1 I was about 100 watts under what I needed, one thing to noted is that I was using that same setup pretty much since Mayish with zero problems (there was even no option for 3650 HD so I went with 2900 HD, which I assume takes power less than a 3650.)

So I went out and bought Psu2, because someone helped me out and thought that since when the video card is removed there is no stall on booting. So I went out and bought it and I still have the same problem as before.

Pretty much all these problems started this morning it was fine the night before, I haven't recently messed with the hardware or any video card software. For a few weeks I have been getting random blue screens telling me to check undo any changes to software or hardware (with a specific error code which I will post once I find it).
