Do you have a capacitor installed? You will need one of those to fire them.
That's what provides the charge.

Actually, you can use the mouse button and fire both weapons in the two
seater if you are flying solo. It will switch from group 1 to group 2. I do
it all the time but man is it a heavy capacitor drain.
