The way to copy one of those files over, install the drive as a secondary in an identical build of Windows (SP3 if you have SP3, etc..), copy the file over. The catch here is that an error message avobout missing files is usually a simptom of a failing hard drive, a virus, or something else.
You can also do a Repair installation of Windows to replace that file. You should do a hardware drive check though using a BIOS utility if the system offers one, or maybe a boot disk frm the PC vendor or drive manufacturer.
