To my knowledge, hubs operate at layer 1 of the OSI model (Physical Layer) and switches at layer 2 of the OSI model (Data Link Layer). In TCP Model, they both translate to layer 1 (Link Layer).

A hub is just a repeater not much more sophisticated than what you would obtain by soldering multiple copper wire together. For switches, the typical one is MAC aware and remembers which MAC address is located on which port so there is no need to send the packets on all ports.
