Slow timings on expensive RAM

I've noticed that expensive RAM with higher MHz tend to have slower timings. Don't these two cancel each other out? Why not have both high MHz and fast timings?

DDR2 1066, 7-7-7-20

I recall that my slower and cheaper RAM is:
DDR2 800, 5-5-5-15

First, I didn't know that $25 was expensive RAM.

Second, you can absolutely get much better timings than that on DDR2-1066. Take this for example:

I guess I should rephrase my question to: Why does the supposedly high-end Fatal1ty RAM have slow timings? Is it better to get high MHz RAM or good timing RAM or both?

Both is best, though it is also the most expensive. However, RAM performance doesn't really seem to affect overall system performance enough to really worry about it. I'd tend to go for timings though if you had to chose. Keep in mind though that latency depends on timings and frequency - the same timings at a higher frequency are actually a lower latency RAM.
