-7-920 not showing correct running speed in some programs

Anyone know why my i7-920 overclocked to 4.009 GHz isn't showing the correct speeds in all programs? It seems to be showing up correctly in CPUZ, but in many other programs it is showing up as 3816 (Memtest, Furmark, et al.).

I have the BLCK set to 191 and the CPU Multiplier at 21.

@OP:

The reason why other programs don't read the frequency correctly might be due to them ignoring the additional 1x bin you added manually.

You are definitely at 4GHz and have nothing to worry about if the system monitor in your BIOS also shows 4GHz which is most likely to be the case.

Turbo mode and speed stepping were already both disabled.

The BIOS allows you to set the multiplier to 21x manually and the turbo mode is automatically disabled by doing so.
