To answer your question, yes that power supply will handle the load.

However, I'd personally pitch in a couple more bucks and buy a slightly better PSU (in terms of quality).

If you are spending that little there was a compucase/hec brand power supply listed for 585 watts on newegg that is supposed to be dual rail as well, i think 19 amps on one rail 20 on the other according to specs. I've heard they are decent for the price. I think they were going for like 20-30 bucks. But again, if going with that card, may want to upgrade to a better unit just for your peace of mind.

Bump.

Old comp had the antec 430w trio in it, might use that in my new comp if it will be good enough, looks like 3 12v rails with 16amps (max load: 32a) .... just need something that will run the 4850 w/ the other parts i mentioned in op, no overclocking, not doing CF, 4850 is only upgrade.

The 430W Trio is below ATI's recommendation of 450W, but 16A is pretty decent. The problem is that you'll likely be pushing it to it's limits, so it'll run hot and it's efficiency will probably drop. If you're really strapped for cash, and you already have it lying around you may want to just throw the 4850 in and see if you get any instability.

Personally, I'd probably get one of these OCZs:
OCZ StealthXStream OCZ500SXS 500W ($60 - $40MIR w/ free shipping)
OCZ StealthXStream OCZ600SXS 600W ($80 - $50MIR w/ free shipping)

The 600W will be a bit overkill, but it'll have enough juice to handle and upgrade to an HD4870 or one of the GTX2xx cards. And for only $10 more than the 500W, it's a pretty good deal.
