need a budget gaming build (600-800)

to play warhammer online, heres the reqs
2 Gigabyte RAM
A 128 MB Video Card, with support for Pixel Shader 2.0
At least 15 GB of hard drive space
im hoping i can get a comp that can play it on high fps and could also make it a bit of an eye candy, its also an mmorpg if that info helps
