Overclocking A Processor

If I want to over clock my e8400 from 3.0 GHz to 3.6 GHz would i have to increase the cpu's voltage or change the FSB/DRAM ratio?

You may or may not need voltage, Since all cpu's are different(I am betting it will not take much). As for the FSB/DRAM. it is going to depend on what your memory can take. You will need to change it if your ram goes over its rated max speed to the point of getting unstable.
