Can i overclock without raising my ram frequency?

Hey hi guys, its me again, sorry to bother with my dumb questions
Well i just want to know if i can overclock my i7 920 D0 to 3.8 Ghz... I have a cooler master v8 and my temps in idle are 38C-41C, my highest temps when im playing pcsx2 are only like 55C Max, i have a Gigabyte UD3R motherboard and im running my i7 with 1.13V, whats the risk if i overclock to 3.8? can i overclock without raising my ram frequency? can i overclock my i7 to 4.0 ghz with this motherboard and coolermaster? my nvidia geforce9400gt 1 gb got really hot when i overclocked from 2.6 to 3.4, it'll get hotter if i overclock to 3.8? my chipset wont burn if i go too far with overclock?

What is your RAM rated at ? Mem Multiplier goes from 6-14. If you change BCLK, and dont chnage memory multiplier, memory gets OC's automatically

Do you think i can reach 4 ghz with a v8? im running prime95 large fft and my highest temp is 66C and 38C-41C idle
My graphic card will get hotter if i Overclock it to 4.0 Ghz?
I wanna overclock it to 4.0 Ghz for now since my room temp is cold, and ill put it back to 3.4 ghz when the temps start getting hot
