My motherboard is made by Gigabyte (GA-M61VME-S2 ) ..I have 2 ram slots (512mb stock) I went to add another stick of 512 (same type) but it's not registering, it's fine in 1 slot but on the other slot it just beeps when I try to start up. Is the other slot just disabled? if so is there a way to enable it?

If it's fine in one slot, what's the problem? Your post needs more details on what exactly you have tried and what you are trying to achieve.

Sorry about that, I have 2 dimm slots that support DDR2, the first one works fine & recognizes my ram with no problem .....however, the second one gives me loud 'beeping' noises when I try to put ram in it. I'm using the same type of ram (DDR2)

try each peice of ram separately in the same slot. If 1 doesnt work, there's your problem. Check your board manual for bios beep codes, or search for them on the net.
