Boot Order and Hard Drive Recongition

I am finishing up my new build.

Ausu P5Q Pro MB
Antec Modular PS

I cannot seem to get the Boot order the way I want it.

CD
HD
Floppy

I can change it anyway except the above.

Also, I installed two HDs, only one recognized, why? (SETA)

Clear cmos, load bios default, save & exit, go to bios's 1st submenu, look for the other harddisk.
