Need help with increasing my cpu fan pls

ok im whilling to increase my CPU FAN SPEED and i don't know how XD.
help pls...

Need CPU / motherboard / CPU cooler info at a minimum.
Case info and case cooling would also be nice.
Throw in video card info just to be safe.

buy a faster fan
buy a a better hsf (heat sink and fan)
add a fan you can add 2 sometimes

why do you need to increase your fan speed?

most noobie systems are preset for near max or they ramp to max
