Will a recovery disk fix a virus

I have gotten a virus on my computer and nothing will run. As luck would have it, my Norton just ran out and I haven't gotten to the store to renew. Would a recovery disk fix the problem? If so, I will order one from Toshiba as I do not have one. Right now, the virus won't let me run anything?
